saving SPACES...protecting PLACES

The Washington County Planning, Conservation and Parks Dept. recently pulled together a group of farmers, conservationists, developers, realtors and municipal leaders to research ways to preserve farmland and open space in Washington County.   

The ultimate goal is to provide communities and county planners with the tools they need to incorporate farmland preservation into their Smart Growth Plans.

 

Mission

To preserve prime farmland and associated natural areas in priority areas of the county by:

  • Purchasing land preservation easements (or titles) from willing landowners

  • Working in cooperation with local governments

  • Following adopted plans and a shared vision

  • Leveraging other funding sources to the maximum extent possible

Goals & Objectives

To accomplish this mission, the Task Force also developed recommendations for a series of more specific goals and objectives (shown in bullets), as listed below:

Goal 1 ~  Focus on prime farmland, allowing for preservation of associated natural areas.

  • Strive to preserve entire farms, including non-farmed areas.

  • Coordinate with the adopted county Park and Open Space Plan.

Goal 2 ~ Protect and improve water quality.

  • Rate sites higher if they are in priority water resource areas.

  • Rate sites higher if they follow best management practices.

Goal 3  ~ Cooperate with local municipalities.

  • Limit program to areas outside planned sewer service areas.

  • Be consistent with local land use plans and zoning.

Goal 4  ~ Work only with voluntary, willing sellers and donors.

  • Aggressively promote the Program through an education and outreach strategy.

Goal 5  ~ Allocate sufficient funding to make a significant impact countywide.

  • Maximize program funds by leveraging additional funding and private donations.

Goal 6  ~ Purchase and structure perpetual land preservation easements.

  • Follow the models of other successful P D R programs.

Goal 7 ~ Administer the program in a cost-efficient manner.

  • Strive for simplicity with limited paperwork and staff time.
